WhisperSystem’s RedPhone and TextSecure apps are Android apps designed to provide encrypted, NSA proof communication, and to make sure their apps can be trusted, they provide the full source code.
As a consequence a good developer should be able to easily transfer the code to another operating system, and the company has confirmed in an email that to port the app over to Windows Phone, the company just needs a volunteer Windows Phone developer.
